In support of Boost.Install... - Added common-stage-tag value for python debug variants. - Added <target> to stage, to specify a fake target to add the stage or the corresponding sources to. - Ensure that <suppress> for a stage is maximally obeyed, and doesn't inadvertantly add targets to all.
