Refactorings.

* new/project.jam
  (load): Prevent loading jamfile twice here, since we have all the
     necessary data.
  (load-jamfile): Don't try to check for duplicate loading (the check
     was a bit clumsy, anywhay). Remove 'loaded-var' parameter.
