Refactorings.

* new/targets.jam
    (main-target.select-alternatives): New rule.
    (main-target.generate): Simplify, using the above.

* new/errors.jam
    (error): Do EXIT if --no-error-backtrace is given.

* tests/alternatives.py: New test.
