Use BOOST_TT_NO_CONFORMING_IS_CLASS_IMPLEMENTATION instead of

BOOST_TT_HAS_CONFORMING_IS_CLASS_IMPLEMENTATION.

Left the old #define in to avoid tromping over lots of code.
